Spray four 9-inch pans with non-stick spray and line bottoms with parchment.

Bake flour at 350°F for 5-7 minutes until 165°F. Cool completely.

Prepare and bake brownie batter in prepared pans according to box directions. Cool completely.

Cream butter and sugars. Mix in vanilla, heat-treated flour, salt and milk. Fold in chocolate chips.

Stack brownie layers with cookie dough spread between. Cut final layer for topping.

Pour hot cream over chopped chocolate, stir until smooth. Pour over cake and top with brownie pieces.
