Preheat oven to 350°F. Line cookie sheet with parchment paper.

Cook sausage without draining. Add flour to create roux, then milk and pepper. Adjust consistency with additional milk if needed.

Fry hash browns until golden and crispy on both sides.

Layer on bottom pastry: sausage gravy, hash browns, half egg mixture, cheese slices. Leave 1-inch border.

Top with second pastry sheet, seal edges with fork. Brush with remaining egg wash. Bake 18-23 minutes until golden. Cool 5-10 minutes before cutting.
